A proposed bill requiring collection of DNA from people "arrested for a serious felony) should be defeated on grounds of constitutionality, safety and cost, the ACLU of Connecticut has told the General Assembly's Committee on Public Safety and Security.
"The cornerstone of the American legal system-- that a person is innocent until proven guilty -- is turned on its head when innocent people are included in a criminal databank," Executive Director Andrew Schneider told the committee.
