Statement from the ACLU of Connecticut on Reforming the Bail System and Extending Juvenile Jurisdiction

"Our bail system is broken. It leads to people spending lengthy periods in jail for minor offenses such as drug possession, prostitution and even traffic infractions simply because they can’t afford bail. Meanwhile people who have committed more serious crimes can get out as long as they can pay. That’s not right and it needs to end.

Once locked up people lose their jobs, homes and sometimes even their families. We’ve seen better models in other states and cities that promote public safety, save money and avoid many of the negative impacts that the current bail system has on individuals and communities.

In addition, raising the age of juvenile jurisdiction to 20-years-old is consistent with the current scientific understanding of brain development. Alternative interventions will help steer vulnerable young people away from problematic behavior and prevent more serious crimes in the future.”
