The ACLU of Connecticut opposes S.B. 507, An Act Concerning Eligibility to Earn Risk Reduction Release Credits; H.B. 5465, An Act Concerning Good Time Credits; and H.B. 5547, An Act Concerning Accountability for the Earned Risk Reduction Credit Program. These bills would take away a ray of hope for incarcerated people by eliminating or reducing Connecticut's earned risk reduction credit program. Studies have shown that in addition to lowering costs of incarceration, credit reduction programs improve formerly incarcerated people’s success in the community. The removal of earned risk reduction credits would be a step in the wrong direction for Connecticut.
