Solitary confinement costs too much, can cause or exacerbate mental illness, and does nothing to improve public safety. This bill prohibits solitary confinement of vulnerable populations, including juveniles, creates limitations on the use of solitary confinement overall, and requires additional transparency regarding the use of solitary confinement in Connecticut prisons.
