As one of only two states without a law in place allowing for electronic, rather than paper, proof of automobile insurance, Connecticut is an outlier. It is time for the legislature to bring Connecticut into the 21st century and improve equity and justice by allowing electronic proof of insurance. The ACLU of Connecticut supports this bill to allow electronic proof of insurance, and further encourages the legislature to amend this bill to eliminate the current two-tiered system in which some people who fail to carry paper proof of insurance receive an infraction ticket while others are charged with a misdemeanor.
