The development and dissemination of toolkits to employers is important in dispelling myths about the employability of people with a criminal record and increasing access to services. But, it is imperative that the very people intended to benefit from these workforce development programs get a seat at the table when discussing their efficacy. As such, the ACLU-CT urges the Commerce Committee to require the Department of Economic and Community Development to consult both with currently and formerly incarcerated people when creating its employer toolkits. Every person living with a criminal record, who has served out their sentence and reentered society, should have an equal opportunity to build a successful and fulfilling life.
